This AGM calls on the Department of Education to expand the substitute panel scheme to ensure that it is established on a permanent basis for the next school year and that it caters for all schools in the country.

This AGM calls on the Department of Education to ensure that substitution is made available to cover all forms of absence, including initial days of illness leave and EPV days, to ensure that students are catered for appropriately.

  1. Éilíonn an Cruinniú Ginearálta Bliantúil ar an Roinn Oideachais nach ndéanfaí cigireachtaí ábhair nó measúnuithe scoile uile go dtí an chéad scoilbhliain eile. Tá scoileanna faoi bhrú ar leith i mbliana de bharr cúrsaí Covid-19 agus chuirfeadh measúnuithe scoile leis an mbrú seo.

 

This AGM calls on the Department of Education not to carry out subject inspections or whole-school evaluations until the next school year. Schools are under significant pressure this year due to Covid-19 and school evaluations would add to this pressure.

Éilíonn an Cruinniú Ginearálta Bliantúil ar an Roinn Oideachais Polasaí Náisiúnta don Oideachas lán-Ghaeilge a fhorbairt, rud atá geallta sa chlár rialtais agus ar thug an tIar-Aire agus Ard-Rúnaí na Roinne a bhfocail ina leith agus go mbeidh an polasaí seo ar chlár oibre na Roinne agus sa Ráiteas Straitéise chun go mbeidh fís shoiléir agus clár tacaíochta ann don oideachas lán-Ghaeilge.

 

This AGM calls on the Department of Education to develop a National Policy for Irish-medium Education, as included in the program for government and promised by the previous Minister and the Secretary General of the Department, and that this policy be core to the Department’s action plan and Statement of Strategy to ensure a clear vision and programme of support for Irish-medium education.

This AGM calls on the Minister for Education to urgently review the admissions process at primary level in relation to the catastrophic impact that it has and could continue to have on progression from naíonra into Irish-medium primary school due to the constraints in place.

Éilíonn an Cruinniú Ginearálta Bliantúil ar An tSeirbhís Náisiúnta Síceolaíochta Oideachais (NEPS) go ndéanfar athbhreithniú ar mheasúnuithe síceolaíochta i scoileanna lán-Ghaeilge agus Gaeltachta, go gcuirfear in oiriúint iad do chomhthéacs teanga agus do riachtanais na ndaltaí agus go mbeidh fáil ar mheasúnuithe trí Ghaeilge.

This AGM calls on NEPS to review psychological assessments in Irish-medium and Gaeltacht schools, to adapt them to ensure their appropriateness for the linguistic context and needs of the pupils and to make assessments available through Irish.

Scoil Náisiúnta na Rinne.

 

  1. Éilíonn an Cruinniú Ginearálta Bliantúil ar an gComhairle Náisiúnta um Oideachas Speisialta (NCSE) go gcuirfear leagan Gaeilge ar fáil go comhuaineach leis an leagan Béarla dá gcuid acmhainní do scoileanna agus do thuismitheoirí agus go mbeidh na hacmhainní sin curtha in oiriúint don chóras lán-Ghaeilge agus Gaeltachta seachas leagan aistrithe amháin nach bhfeileann i ngach cás.

This AGM calls on the NCSE to provide Irish versions of their resources for schools and parents simultaneously with the English versions, and to ensure that those resources are adapted for use in Irish-medium and Gaeltacht settings rather than simply providing a translation, which may not be appropriate in all instances.

This AGM calls on the Department of Education to provide guidance to Irish-medium schools with special classes and to Irish-medium special schools on the implementation of immersion education in infant classes.

This AGM calls on the Department of Education to develop support services through Irish for Gaeltacht schools participating in the Gaeltacht School Recognition Scheme and for Irish-medium schools, including the services of occupational therapists, physiotherapists and psychologists.

Éilíonn an Cruinniú Ginearálta Bliantúil ar an Roinn Oideachais iniúchadh cuimsitheach a dhéanamh ar an tionchar a d’imir na ciorcláin athbhreithnithe maidir le díolúintí ó staidéar ar an nGaeilge ar 1) líon na ndíolúintí atá á bhronnadh, 2) na cúiseanna a bhfuil na díolúintí á mbronnadh, 3) bealaí ina bhfuil na critéir á gcur i bhfeidhm, agus 4) na dúshláin roimh phríomhoidí is iad ag iarraidh na himlitreacha a chur i bhfeidhm.

This AGM calls on the Department of Education to conduct a comprehensive audit of the impact of the revised circulars on exemptions from the study of Irish on 1) the number of exemptions being granted, 2) the reasons why exemptions are being granted, 3) ways in which the criteria are being applied, and 4) the challenges facing principals in trying to implement the circulars.

This AGM calls on the Department of Education to take into account the needs of Irish-medium and Gaeltacht DEIS schools, and to issue guidance and support on best practice in immersion education, which would take into account the DEIS status and conditions of schools and in particular the level of disadvantage in the area where the school is located, as well as the additional Irish language and literacy supports required by parents.

This AGM calls on third level institutions involved in teacher training to recognise the specific needs of Irish-medium and Gaeltacht DEIS schools in their training and continuing professional development programmes, particularly in relation to early full immersion education.

This AGM calls on the NCSE to provide a training course through Irish aimed at special educational needs assistants in Irish-medium and Gaeltacht schools to meet their specific training needs.

  1. Iarrann an Cruinniú Ginearálta Bliantúil ar an gComhairle Náisiúnta Curaclam agus Measúnuithe (CNCM) an comhairliúchán ar na sonraíochtaí Gaeilge T1 agus T2 don Ardteist a chur siar. Caithfear athbhreithniú a dhéanamh ar na sonraíochtaí nua T1 agus T2 atá tagtha ar an bhfód ó 2017 ag leibhéal na sraithe sóisearaí ar dtús sula dtugtar faoin athrú suntasach seo ag leibhéal na hArdteiste. Níor tharla an chéad scrúdú bunaithe ar na sonraíochtaí seo in 2020 de bharr Covid-19 agus níl aon aiseolas faighte ag an CNCM maidir lena n-éifeachtacht.

This AGM calls on the NCCA to postpone the consultation on the L1 and L2 Irish specifications for the Leaving Certificate. The new L1 and L2 specifications introduced in 2017 need to be reviewed at junior cycle level before this significant change can be undertaken at Leaving Certificate level. The first examinations based on these specifications did not take place in 2020 due to Covid-19 and the NCCA has not received any feedback on their effectiveness.

Éilíonn an Cruinniú Ginearálta Bliantúil ar na hInstitiúidí Ardoideachais ar fad a sholáthraíonn cúrsaí oiliúna do mhúinteoirí modúl nó cúrsa ar theagasc trí Ghaeilge a chur ar fáil mar rogha do na mic léinn atá ag tabhairt faoin gcúrsa. Chabhródh sé seo le soláthar múinteoirí sna hábhair éagsúla ina bhfuil ganntanas mór faoi láthair ag an iar-bhunleibhéal.

This AGM calls on all Higher Education Institutions that provide teacher training to provide a module or course on teaching through Irish as an option for students. This would help with the supply of teachers in the various subjects where there is currently a shortage at post-primary level.

Gaelcholáiste Mhaigh Nuad.

 

  1. Chun dul i ngleic leis an easpa soláthair atá ann de mhúinteoirí bunscoile a bhfuil caighdeán sásúil Gaeilge acu, éilíonn an Cruinniú Ginearálta Bliantúil ar an gComhairle Mhúinteoireachta teastas TEG ag caighdeán B2 le Tuillteanas (65%+) a éileamh mar bhunriachtanas ó gach duine atá ag iarraidh clárú mar mhúinteoir bunscoile leis an gComhairle. Faoi láthair, mar chuid dá riachtanais iontrála, tá na hinstitiúidí ardoideachais, seachas Hibernia, ag éileamh TEG B1 (béaltriail le tuillteanas) don chúrsa Máistir Gairmiúil san Oideachas (Bunleibhéal).

To address the lack of supply of primary teachers with a satisfactory standard of Irish, this AGM calls on the Teaching Council to require a TEG certificate at level B2 with merit (65% +) as a basic requirement for all who apply to register as a primary school teacher with the Council. Currently, as part of their entry requirements, all higher education institutions with the exception of Hibernia require a TEG certificate at level B1 (oral test with merit) for entry to the Professional Masters in Education (Primary) course.

This AGM calls on the Department of Education to ensure that a higher education institution in the east of the country provides a full post-primary Professional Masters in Education course to meet the demand for and increase the supply of subject teachers for post-primary schools, currently being provided for by NUI Galway.

This AGM calls on the Department of Education to define its policy for the development and operation of existing Irish-medium Aonaid and the criteria for their development to independent school status.

This AGM calls on the Department of Education not to establish a new Aonad if full immersion education to Leaving Certificate level is not provided for in both policy and practice, and where it is not, to instead provide Irish-medium post-primary education through the establishment of independent schools or satellite schools under the management of Irish-medium post-primary schools until independent school status has been achieved.

This AGM calls on the Department of Children, Equality, Disability, Integration and Youth to reinstate the funding provision for the Irish-medium early years sector outside the Gaeltacht which was discontinued in 2014, and to designate Gaeloideachas as the national support organisation for naíonraí outside the Gaeltacht.

This AGM calls on the Department of Children, Equality, Disability, Integration and Youth to make it a condition of any funding allocated for the provision of a service to early years settings that the support must also be provided through Irish.
